Pretty sure it’s close to impossible to drop from a 4th division unless you decay. You’re wrong. People demote all the time from plat to gold, and plat doesn’t have decay anymore. D4 is just weirdly hard to demote out of these days by losses, there’s no real explanation forthcoming from Riot about it.
